Printing SA has reported that aluminium supplier Hulamin has requested an increase in the general rate of custom duty of ‘certain aluminium plates, sheets, strips, and foil products classifiable under tariff heading 76.06 and 76.07, from free of duty to WTO bound rate of 15% ad valorem on 29 March 2019’.
The first application was brought in October 2018 as the pre-initiation phase being the point at which the International Trade Administration Commission (ITAC) were deciding whether to launch an investigation. Members commented on the application and arguments against the increase were raised.
The same application was rejected by ITAC in 2016, with no duty being imposed. However, this does not mean the result this time around will be same. Printing SA therefore requires members’ support for the information to successfully be processed and to strongly oppose the duty increase.
